Art XXVII. Any Emigrant who shall have been for ten days in an emigration establishment, in the enjoyment of full liberty there allowed him, & who only withdraws after the lapse of the above interval, shall constitute himself debtor to the Agent concerned in the amount of half the cost of his passage, & of his per diem maintenance, at the rate of 100 cash.

Art. XXXIII. Every breach of the Emigrant Regulations shall be reported by Superintendent to the fort, with minute particulars + evidence as to the fact. It shall be the duty of the fort to transmit the offenders, when Chinese, to the Procurature & in other cases to the Judicial Tribunal, in conformity with the laws.

Art. XXIX. All fines arising from the Emigrant Regulations, whether imposed by the Judicial Tribunal or by the Procurature of Chinese Affairs, shall be forwarded to the Treasury in the shape of a warrant, in order to their recovery.

Art. XXX. All provisions of previous Regulations contrary to the present Decree are revoked, & this Decree shall be considered as annexed to the existing regulations. The authorities to whom appertain cognizance & execution hereof shall take note of the same & carry it into effect accordingly.
